A group of engineering students from Purdue University recorded that their licking machine, modeled after a human tongue, took an average of 364 licks to get to the center of a Tootsie Pop. They tried the same licking test on 20 volunteers and found that the average licks to the center were 252 licks.

I've counted several times over the course of my life (but not every time I eat a tootsie).
It is always over 100. I think the most I have every counted was like 130 or something close to that.
Once you get to the center, it's hard to know when to stop counting, because you start licking chocolate, but there's still hard-candy left.

The world will never know because everyone's tounge size is different. For me it took about 130-145 licks (I have tried multiple times)

if you really cared that much, you would count. i can't imagine why someone would do that though. they don't even taste good. was a good ad campaign, some 20+ years later people are still asking that question about some odd tasting lollipop.
