As of now, when Bush decides to, or when a new President is elected and decides to.
Congress is attempting to pass laws setting a fixed timeline for withdrawal by 2008, but the House and Senate bills are still different, and neither has passed both chambers and been signed into law. So, we have to wait and see what Congress does, and then what Bush will do when it hits his desk.

Either when the democrats force the withdrawl or when we complete the mission. Now, which do you think is better? I guess, if you're a democrat, you don't care about the mission or the welfare of the military or the worth of those who died there. All you care about is political points.
