It is both. The society of Iraq is made up of two major segments Sunni or Shi both fighting to dominate the country.
With both sides armed to the teeth and the total disregard of death it means nothing that bystanders are being killed in the thousands by their own countrymen.
These people's first loyalty is to their tribe, sect of religion, and Iraq, in that order.

The USA didn't fight England for religious freedom !! Many of our original colonists DID flee Europe for religious reasons... but it wasn't the reason for the American Revolution.
Now of course the British had wars following their split from the Roman Church...
Iraq is a social / international interference problem more than military...

a social one. our military is designed to kill things and take things over and/or defend things. they were not designed, or trained, for a police action. the military is a broad sword, not a surgical instrument.
