Try Adobe Acrobat Reader from the Adobe website. It is a free program. If you need to create a PDF file, try a free open source implementation called PDFCreator (this essentially acts like a "printer" on your system and saves the output as a PDF file).

You need to install adobe reader, download it from this link and install it, you should be able to open any PDF file after.
