I would. Just take them out and set them on top of the dryer--don't throw them on the ground in a big heap or anything like that. If the neighbor comes to you yelling, politely point out to her that you have only an hour to do your laundry, and by her letting her clothes sit in the washer for 15 minutes past her time, you've missed out on some of your prime washing time. :)
Edit: Don't do what the person above this answer said and put them in the dryer. If your neighbor has something that has to be hung up to dry or dried on low heat and you toss everything in the dryer on high, you're sure to make an enemy!

When I lived in an apartment, the 15-minute rule applied: If someone failed to move their laundry out of the washer or dryer after being done for 15 minutes, you're okay to take it out for them.
Of course, you want to be polite about this: if the stuff is in the washer, you pile it as neatly as possible on a clean surface (in a basket, if the person it belongs to left the basket there). If it's in the dryer, I usually folded it when it took it out.
I always felt that people who weren't right there to get their laundry when it finished were taking a big chance. I had things stolen out of the laundry room, so I never left my laundry unattended.

Absolutely. I had this same problem in a previous apartment building where I lived. If I needed to use the washer or dryer, I would just take their clothes out. Even more so, I was also guilty of forgetting to come get my clothes from time to time as well and other tenants would do the same with my stuff.
Just make sure you put them up on a table or in a basket for them. Don't leave them on the floor. Then that would be rude.

When this has happened to me in the past, I'll take the clothes out of the washer, and put them in an empty dryer and leave the dryer door cracked, so they clothes don't get all smelly. And when they leave their clothes in the dryer, I take them out and stack them nicely on the table nearest the dryer. People that put their laundry on in an community laundry room or laundrymat and then leave and don't come back for like hours really annoy me.

Take them out, that's okay after such a long time. College laundry rooms told me some people will let them sit for hours, half the time I took someone's clothes out when I wanted to wash mine, by the time mine were done with washer *and* dryer the owner still hadn't shown up! You can't wait for that.
Don't put stuff in the dryer, not everyone wants their stuff done in the dryer, it can really mess up some clothes. Unless it's just sheets and towels and stuff, that'll prolly be okay.

Our apartment's laundry policy is that you have to be prompt when you use the facilities. If all washing machines are in use except for the one with clothes, take out the clothes but be genorous.
Don't crunch/crumble the blouses. Fold them as carefully as you can. A lady who has lived in my apartment complex since 1981 told me that if you use your own money to pay for the person's drying, you can go to the main office and ask the manager if you can be reinbursed. Hey it's worth a shot. :)

I'm not a big fan of touching other people's articles of clothing, but what I have done before in the past is take their clothes out of the washer, and put them in the dryer. :) It's a win - win. :)

Yes you have the right to take them out. If it is a coin laundry, just lay their things on a clean surface. If the dryers are free just put them in a dryer.

They forgot or they are taking their time. If you really need that one, then take out their laundry and put it on top of another washer or wherever that is reasonably clean.

yes. I would hope there is a basket you can put them in.
It would also help if your apartment manager, put a sign in there that said, that... they will be removed by the next customer if the owner of the clothes has not done so when the next person needs to use the machines.
You would think people would run down to get it, not wanting everyone touching their undies...
