If the officer decides to charge, which he/she probably will, the driver will get a DUI/DWI for being under the influence of a drug while operating a vehicle. That will get an arrest. The passengers will be searched for any drugs also, but if nothing found then would be let go. Parents wouldn't be notified, unless the car is registered to them. Insurance will go up for the DUI and traffic tickets, license might even be suspended.
This also gives the officer legal right to search the car for more or any other drugs. If the officer finds illegal drugs, peraphenalia, weapons, etc, during the search that will also be tacked onto the list of charges, not to mention any traffic violations that might have been committed previously, and the car will be impounded.

It is going to vary a little depending on which state you live in, and how much marijuana is found. In general, the following can happen.
1) The driver can be charged with a DWI. Which is driving while under the influence. You get arrested for this.
2) Any passenger in the car can be charged with possesion of a illegal narcotic. If it is just a few ounces, you receive a ticket to appear in court. If it is more then this, you get arrested.
3) Any passenger in the car can also be charged with possession of drug paraphenalia. Nice way of saying drug related accessories.
Will the insurance go up? If the driver gets convicted of a DWI, then yes.
If the driver/passenger is over 18, then the police would have no reason to contact their parents.
if the driver or any passenger is a minor, then the police would need to inform their parents.
Also, if the driver doesn't own the vehcile,, then the police are required to inform the owner their property is involved in a crime.

My friend...cars don't smoke pot. But if you mean what I think everyone is asked to step from the car...usually one at a time. The dope is found. Now...the driver can be arrested for DWI if he/she fails the test. In this case you have to give urine or blood because breath doesn't register drug intoxication...alcohol only.
If someone is sober in the car and has a valid license then they can drive the car with the permissio of the owner. However in this touchy-feely world where people sue at the drop of a hat, who knows who took a hit or not? So...you all walk and the car is left where it is if legally parked or towed if it isn't or is a hazard to traffic.
He who admits the dope is theirs (which is usually done to save their pals) then that's who gets pinched. However...if the dope is within the span of control of everyone...then technically everybody goes.
So...several different scenarios. The insurance should not be affected and if the driver is an adult and 16 or over then the parents aren't informed unless the juvenile laws of the state dictate otherwise or department policy has the officer do so.

It can be real serious for all concerned, if more than the statutory amount is found in the car. The drivers parents may find out when they notice that junior isn't coming home for dinner and has his mail forwarded to the federal pen. Smoking pot is not a great idea, but smoking while driving is doubly lame... not only are you possessing, but your driving under the influence. and god help you if you're over 18 and a minor is in the car... you might get 3 - 5 years for that.

In an ideal world the delinquents should be pulled out of the car for a good beat down. One can dream . . . In all likelihood they get a juvenile record if under 18. Any traffic violations of course the insurance company will up the rates. You do realize there are consequences for breaking the law other than a scolding and a slap on the wrist?

The car is left there, locked.
The driver is taken in.
The drugs are confiscated.
Passengers MAY be able to leave the scene, but more likely will be questioned.
If the person is over 18, parents find out if they tell them (most people use their one phone call to call their parents, until they are established as independant people).
I don't know about the insurance, but I wouldn't imagine it would go up. They look into accidents and traffic tickets, and if the person who is driving is stoned at the moment, yeah, I would imagine insurance would go up (just as it would if you get a DUI), but if drugs are just in the car, it probably wouldn't be.

It's up to the discretion of the officer pulling you over.
If you're honest with them, some may let you go if it's only a joint or two. If you're haulin' a pound or two .... you might have a problemo!
The whole trick is to NOT be an a**hole with the cop. Be polite and honest. More often than not things will work out better for you that way.
