the wedding it self is going to be about 25-30 mins. the reception is going to be pretty short to. we are having a sit down dinner but the only dancing is just our dance and the father daughter dance. we are having an after party with our close friends at our favorite bar for dancing and drinking. the reception is maily for the family.

If it's a Friday or Saturday night, that should be okay. But make sure it's a short ceremony. And also make sure you have a very short reception, with only cake and champaign and an hour or so of mingling.
But also remember that sunset in June is when all the mosquitos come out. Your guests won't want to be outside for long.
EDIT: After reading your additional information, I have to change my answer. If you're having a 30 minute ceremony, then the earliest the sit-down dinner would possibly start would be 9:00. And it would be even later if you decide to have the special dances before dinner. That's just too late for a sit-down dinner. Your drinks at the bar wouldn't be until 10:30 at the earliest, and honestly that's when most people leave receptions.

No 830pm is TOO late to have a wedding if you plan on having a reception too. People will leave the reception quickly or not show up at all. So have an earlier wedding.

830 is not to late, serve cocktails before or light snacks if you want people to arrive a bit earlier or just have it at 8:30 and party afterwards. There is no correct time to have a wedding, the right time is what works for you.

You might want to consider 8pm. By the time the wedding gets underway and the actual ceremony is performed, you will be pronounced husband & wife with a glorious backdrop!
You need to discuss this with your officiant.
Are you having a reception? Indoors? If not, then you need to see about putting anti-mosquito candles around so that you can enjoy the celebration.

I like that idea--it's unusual timing, but what about the reception? You wouldn't then be serving dinner--it would be too late for that, IMO. It would be very nice ofr a cocktail party, though.

How romantic. If you do this on a weekend (Saturday or even a Friday night) I think it would work well, keep it short and sweet and then enjoy the party.

I'm going with a later wedding than usual as well. Ours will be at 7pm though.
Sounds fine to me! :)
