I would mount it with a suction cup right under your rear view mirror (just in case it's illegal in your state) also the antenna needs to be as close to a window as possible to receive the clearest signal. You can use a small strip of copper and line it under you carpet and on the side of you dash board console in order to multiply reception. Make sure the copper wire is attached to the antenna. (note - this is not the best if you want your car to look neat! but works if you are on a long trip and want to make the best time without worrying!) You might want to check into getting a scanner with E.C.M.(electronic counter measure) or E.C.C.M.(electronic counter counter measure) because they will bounce the signal back that any police radar uses and some can give a predetermined mph reading through the scanner itself! Holla!!!

First of all, mounting it near to the window is a good idea, as normally windscreens are heat reflective and often loose gps signal.

One way to improve it is to upgrade the firmware making it better, or possibly having a signal booster.

you may want to look into direction yagi yuda type antennas, some are available specifically for radio use. They would be only useful if you know the direction of the source. my set can reach up to 100 miles away I just need google earth and a compass to listen in

You want the antenna as high as possible. I don't know if you're planning to use the antenna inside or outside of your house. If you plan on installing it outside I would make sure I grounded it properly to protect from lighting strikes.
