So, you are a lucky girl that your boyfriend cares for you so much that he has put out some of his precious time for you to spend with.Therefore, you must get to some serious work.Tomorrow, just get yourself fully ready to prepare his favourite dishes, decorate the house with attractive colours(the ones which your boyfriend likes the most).Besides all these, the most important thing is that you should have the ever unfading love for him which I think will make the precious moment for both of you a very special one.Whatever you prepare, do it with a bit of your love that will make that thing, look and taste, even more nice and sweet.You can also(if you want)buy him a shirt or even get some flowers(if you are wealthy to spend some).He will never deny to whatever you gift him if he loves you truly.Moreover, the fact that you have taken the trouble yourself to prepare the occasion so beautifully only for him will make him very very very happy.So I think it is your love for him that will tell you to do every nice thing for him.Just relax and do everything with your love in it and you will be releaved of the tension of what to do for your lunch.Of course, be fast in case if you want to present him this preparation as a surprise.

An hour isn't that long. You could go to a nicer restaurant (like Italian) if its real close. But you don't want to spend 20 min driving to get to it.
And where you live really matters too. I live on the beach. But what I like to do when my husband takes me to lunch is go get a shrimp burger (it's fried shrimp on a bun for those that don't know) and park at the visitors center which overlooks the water. We sit there in the car (or at one of the picnic tables) and eat our shrimp, watching the water.
Another idea is to pack a lil picnic for him to bring. Make something at home that is served cold, like a pasta salad and cold sandwich (grilled portabello is nice). Put a note with everything he needs to bring but if I were you I'd go ahead and put the silverware and plates in the basket myself. Put a blanket in your car and during the hour go sit in a park. My best friend works at Walmart and they have a lil park right by the river directly beside the store. She loves to go there for lunch. That way you have lots of together time alone.
