Either the Babich Sauvignon Blanc from New Zealand or the Peter Lehmann Semillon from Australia would be in your price range and would pair nicely with the shrimp and lemon.

Babich Sauvignon Blanc 2006: 90 pts from Wine Spectator. The 2005 was on their top 100 list.

Peter Lehmann Semillon Barossa Valley 2003: 84 points. It's actually better than the rating. A great value Semillon.

Kendall Jackson Savingnon Blanc. It would really pair well with the pasta and compliment the zing of the lemon. Depending on the store, between $10 and $14 and worth the price.

something dry, and white. go to the grocery store and browse around; there are plenty in that price range. in some places, you can ask the advice of the staff and they don't mind helping; maybe a pinot noir or pinot grigio.
