Former President John F. Kennedy said this because, he is asking the Americans to help and serve his nation, not the nation serve the Americans. The Government is not only serving for the citizens but vice Versa. This is to maintain the balance of public service in US.

The late John F. Kennedy was asking people to be supportive of their country and their President (him at the time) and look for the good in people and things and not so much the negative.

don't ask for handouts from the government and expect them to take care of you. get out and make your country a better place for everyone to live in.
