Prime with a shellac primer...then any paint will work over it as long as you don't use it in water. If you use it in water then you do need to use marine paint because the water will make the latex fail and the alkyd leach into the water and fade.

are you using this fiberglass in water? Then I'd go with the other posters answer about water resistance of marine paint...

shellac will just fall off fiberglass.

if you are really against a marine paint or this is a land based application; I've had good luck with THOROUGHLY sanding the fiberglass and then using porch and floor oil based enamel

You can use a regular latex paint. Make sure that all sides are sealed to prevent peeling, though. You can finish it up with a urethane top coat.

Enamel paint in a spray can.
If you need a lot, buy it in a larger portion and add a bonding agent and use a spray gun if you have one.
