So you can drive TO them. Actually it has more to do with the building not being built to be a bar, but instead built for business, if the bar leaves another business can take over.

Also many have parking adjacent to where they are, not on their premises, good bars convert parking into an outdoor patio area.

Lastly, you can use a service in many big cities where you give someone your keys, and they drive your car to your home, they are followed by another person in another car, once they get to your home they give you your keys and get in the other car and head back. This is done by anti-drunk-driving groups for free I think, by MADD most likely I would assume, look for it in your area. Even if I'm wrong and you get charged, you still will only pay for a one way trip, because you can drive yourself TO the bar.

Drinking to the point of intoxication and driving is against the law. In an ideal world people drink to relax and have fun, not get plastered, and should be fine to drive home. It takes more than a couple drinks, especially if you're there for a while, to be over the legal limit.

the owner of the bar only has one thing in mind and that's money. It doesn't mean anything to him/her if you drink and drive. It's illegal in some countries to sell drink to a drunk person, but they still do it. they more the people drink the more money they get. They keep their customers happy by providing a parking lot. People only go to certain pubs, that have parking lots because if its left parked on the side of the street anything can happen to it.

for the designated drivers and people that drink responsibly..
not every one at the bar gets drunk

You need to have some where to leave your car when you have to get a cab home. Or they expect you to have a DD.
