These are all agencies of the Federal Government. NCIS and CID are attached to the military and sort of the "FBI" for them.
Of course the CIA and NSA are similar to your MI5. The FBI? They saw their glory days but now they're just accountants with badges.
Each state has their own structure as well. For example...at the bottom of the heap are the municipal or town police. They have jurisdiction in their city or town.
The State Police have jurisdiction over the entire state they're based in and have their own branch for investigations as well. Some states have State Police to enforce traffic laws and rural areas that have no police department while the Bureau of Investigations (usually prefaced with the state name) handles major crimes. Sheriff departments for the most part are county officers. Each state varies. For instance, Connecticut and Rhode Island have town, city and state police. No sheriff or county officers whereas many southern and mid-western/western states have county police as well as local and state.
From that point on you move to the federal level. Hence your alphabet soup that you mentioned. Confusing ain't it?

If you think THAT is confusing, go visit Washington DC. There are like 8 different police agencies that work in that jurisdiction..
To answer our question: NCIS investigates felony crimes committed on US Navy installations and ships. CIA are the spies that are supposed to work outside the US only. NSA are the electronic snoops. FBI is for drug enforcement and all other crimes against the US gov. Columbo is just a detective for the LA Police Department.

FBI would outrank NCIS and Columbo. CIA and NSA are on thier own as they don't investigate crimes.

Honestly? I don't know either!

We have federal, state and local police. The FBI (federal "cops") investigates domestic crime. The CIA collects intelligence abroad.

There must be a chart somewhere which explains all this.

I don't know who Arnie is. But Columbo was always a favorite.
