Yes.
Read up on virtual machines, Microsoft Virtual PC, VMware and Linux Xen.
Each allows you to run one machine inside another machine, so you can have your cake and eat it.
The first runs on Windows only, and will allow you to run Linux inside a window in Windows. I am not sure but I believe MS plans to give it away freely.
VMware runs both on MS Windows and on Linux. You can download the free VMware Player. The player can run pre-programmed virtual machines. You can download several machines, including several Linux machines, to run in VMware player. You won't find a freely downloadable Windows virtual machine because that would violate the windows license.
The free player requires only registration.
Xen is a linux-only solution to run other virtual machines. Of course it's free, but you may have to work harder and read more to get it to work.

You can do it. But you need to have two hard drives (or one hard drive divided into two partitions) to do it. You would install Windows on the first hard drive, then Linux on the second. The Linux install should set up a menu so that whenever you start the PC will have an option which system you want to run. To switch systems you would have to reboot the computer.

You can safely use both if you do a "dual boot" system.
I know that if you install windows last it might wine about two OS's (operating systems[like windows xp,windows 2000 or linux]) but it will make a dual boot for you. VMware is a good tool to use if you want a "Master" OS and need many "Slave" OS's. You install VMware on the "Master" OS.
