As in most relationships, thinking of direct questions tend to build either close relations or hostile one's ? If one thinks of the way u yourself would like to be treated and respected along w/ building business relationships based on the importance of information and learning from your past.

In the United States, government is supposed to create working relationships with other governments, only as the will of the people dictate.

Case in point:
During the Clinton administration, a deal was worked out in secret to hand over the operation of six major US seaports to the Dubai Sheik.

During the presidency of Bush the secret deal was discovered, the American people reacted negatively, contacted their Congressmen/women and the deal was
cancelled.

The US government is comprised of persons who have been elected by the working people of the US. These are the people who pay taxes to support the government.

The elected persons are supposed to act in accordance with the will of the people who elected them and who pay their salaries with tax money.

If a working realtionship is established by elected officials in the US, with another country that results in (for example) loss of many jobs for US citizens, those elected officials will be put out of office and other people found to represent the people.

Currently the American people are working to remove those elected officials who are proponents of NAFTA, which is threatening the financial and physical safety of the US citizens as well as the soveriegnty of the United States.

The people of the US have no desire to become one big North American Union with Canada, and more especially with Mexico, which drains the US of $80 billion per year, and shares no common language with the US. It also shares no common desire with the US citizens to remain a free people.

Mexicans are intent on being a 'taken care of' people by government, which gives them no power over their government.

Negotiation is the best way of getting two governments into a relationship. The agreements must be written as treaty or contract signed by their respresentatives so that the stipulations therein will be binding and enforceable under the law.
