My mom used one of the color pens someone above mentioned, and it worked fine. No fading, no coming off, for a couple of years now. I don't like her personal color choice (ick!), but it worked. The main thing I can tell you about it is that if you do it you should probably get a shade just a tad darker than you really want, because when hers dried it was a bit lighter than she planned.

Clean the grout with a solution of 1 cup of amonia to two gallons of water and brush the grooves well with a stiff brush.
Then purchase at a paint store masonry stain. You can buy that in gallon cans for about $20. Tint or color that stain with a colorant to exactly what you want. Apply with an ordinary paint brush to the grouted area, restaining the grout. The stain will not stick or stain the tiles so you neednt worry about that wait about 30 minutes and wipe the tiles and grout clean with rags. Thiis works well on both floor grout and wall grout.
You can also "refurbish" wall grout and floor grout by first cleaning with amonia as above. Then apply with a small brush a coat of ordinary acrylic paint, the color you so desire and wait about 10 minutes and then wipe the tiles and grout lines clean with a rag. It may take 2 coats of acrylic to do a descent job. The acrylic will seal the grout and prevent discoloration in the future. This works especially well on white tile and white grout and should work well on your Quarry tile, which I believe you have. On the color, you can also add a colorant to the acrylic to suit your own style.

You can cange grout color by gently scraping off the top layer and regrout in another color, they also now have color pens that you go right over old grout, though I have never tried them and dont know how well they stand up to time, i would go with the first.....

if the grout is small in width, use a Dremmel to grind off the top layer of grout. They make a special tip for it. Then regrouting it is easy because all you have to do is fill in the cracks, not set tile.
