Yes, that's rude. My mother-in-law does it quite often and sometimes my husband is guilty of this too and merely tells me of some plans he and his mother have made for us. That always annoyed me, but it has stopped surprising me.
Once she went way too far. She had already planned how I and my husband would be involved in some activities in more than a month's advance and she didn't ask either of us if we agreed to do those things. When she told me about this she made it sound like my husband already knew and agreed. Later on when I mentioned it to my husband he had no idea what I was talking about and said his mother hadn't mentioned this to him. She had decided all of this on her own and not consulted either of us. The nerve of some people.

Yes it is very rude. That person may have other plans or may not want to be bothered. Always ask the person first. If they say no, just keep it moving.

Absolutely, they should be asked first. and then if they would like to join then that is fine. But letting them know first gives them the opportunity to back out if they want to.
