"I observed that Filipinos cannot pronounce "f" properly. The use "p" instead of "f". example pipty-pipty for fifty-fifty and priend for friend."

You observed wrongly. The Philippines have an "f" in their orthography but it is a bilabial "f" rather than the labiodental "f" we are used to in English. Both are fricatives but are sounded in different parts of the mouth. The Philippine "f" uses both lips while the English "f" uses the bottom lip against the teeth.

In English, we have an unvoiced bilabial stop, "p". We hear the Philippine bilabial fricative as this bilabial stop but isn't, it is a fricative.

Listen closely next time and try a few bilabial fricatives yourself, you will understand the difference.

not all filipinos speak bad english[i dont think i do]...most of those who do are the ones who dont use english everday [then again, i do :p] and are more fluent in filipino.

most mispronounced english words usually do have p's and f's, b's and v's, as they interchange some of the letters. but then one of the previous answers explained why.

the filipino accent when speaking english plays a big part in what you call pronounciation so i think it would depend on how you normally would hear the word [before comparing it to how a filipino would say it]
