In terms of digital photography, quality refers to how much "image compression" takes place before the photo is saved. Rather than saving absolutely one pixel of information for every pixel "seen," the camera saves a sort of shorthand version of the picture. Unless you are shooting in RAW or TIFF or some other uncompressed mode peculiar to your camera, the best quality is usually called 1:4, where you can still make excellent quality prints without having them look all digital. The "normal" mode on many (most?) cameras is compressed 1:8 and this is suitable for full-format prints without too much cropping or too much enlarging. The low quality mode is generally 1:16 and this will give an image only really suited for use in the web or in e-mail. Prints would look "pixelated" pretty much right away, even in full-format.

Some cameras list two levels of quality and others list three. We can assume that the best is 1:4, but if there are only two levels offered, you would have to dig deeper than a simple chart to find out how much compression was done in the lower quality image. I would guess that it was usually 1:8, but I do not know that for a fact.

quality is like the word "success", it's what each individual thinks it is. It means different things to different people. You can look up the word in the dictionary, see it's different uses, see how it applies to the scenario you're asking about. Then ask yourself "what does quality mean to me?"

for me, quality is totality of features and characteristics of a product or service that bear on its ability to satisfy stated or implied needs.
