I'm thinking that a bloke is more general term while a mate is a buddy?
It seems that people either over-use mate, you refer to everyone as a buddy, or you really do know each other ;)....

"Bloke" is a slang term for "man," much like "guy" or "dude." It is used primarily in the United Kingdom, Australia and New Zealand, and is believed to derive from Shelta.

Mate is also often used to address strangers as a nicety, although generally good friends or good mates refer to each other as "mate". It is also common, especially amongst young males, to refer to friends as "mates". When the term is used outside Australia, New Zealand, United Kingdom, or Ireland, mate is generally seen as referring to copulation

I think you have it right. Bloke just refers to a guy, like "that bloke," while mate refers to someone's friend, like "my mate." Although, I've heard mate used in casual address, like "How can I help you, mate?" It's more friendly than bloke.

Bloke can mean anybody. Mate is like a friend.
