I can tell you from experience not to buy candy from Godiva, The Rocky Mountain Candy Store (I'm pretty sure that's the name--I first saw them in malls, but when they started having stores in outlet malls I had to wonder how old & stale the candy was), and Sees. I've ordered candy from Ethel M's catalog and while it was fresh, it was boring. I get catalogs from candy companies that have European sounding names, but I hesitate to buy some because they don't have a very good selection. I don't mind spending money on really good chocolate, but I don't want to waste my money either until I've tried it or someone strongly recommends it. Ghiradelli (? sp) is not that great either.
If I get desperate for candy and there's none in the house I may go to a nearby drugstore and get a Cadbury bar. It has that kind of waxy taste that most cheap chocolates have, but for some reason it satisfies me at that moment.
The people I've talked to who have had chocolate in Europe say Belgian chocolate is excellent.
Sorry I could give only negative feedback. We didn't even begin to address the issue of white (which really isn't chocolate) vs. milk chocolate vs. dark chocolate.

Scharffen Berger (USA) is a high-quality brand. I can find it locally in the SF Bay area in my local grocery store as well as Long's Drugs (a local drugstore chain). It can also be bought directly from the Scharffen Berger website.
By the way, Scharffen Berger is actually owned by the Hershey Co. (I understand that Hershey's wanted a premium line of chocolates.)
While Godiva is a popular brand, the product suffers because Godiva add preservatives (potassium sorbate) to it.
