Eat 4-6 small healthy meals each day. Don't forget about fruits and veggies!! Keep away from junk foods, fast foods, sodas, candies and other sweets.
Drink a lot of water each day! It really does help!
Of course, get active! Walk, run, play a sport, dance around your house, run up and down your steps--anything!
Keep in mind that a healthy weight loss is 1-2 pounds per week.

It really dependson your genetics, you can't lose the weight from where ever you want. start working out with weight and do some cardio. And if you have a sensible diet you should lose it pretty fast. Calculate your calorie intake from your basal metabolic rate (many websites on that), and from that rough estimate decrease your calories, if you can also reduce your carbs, you should be the leanist girl in the planet:)

Walk just as much as you can. For your arms, lift weights (not too heavy, just heavy enough that it takes some effort). Eat smaller portions. Start consuming a few hundred calories less per day than you have been. Here's a good reference that shows how many calories are in different foods and drinks per serving size:

I know you're tired of hearing "diet and work out" so I'm not going to tell you that. If you spot yourself eating something unhealthy throw it away immediantly. Do 100 crunches daily, or 200 every other day. Squats help your thighs. If you're ever bored at all, just start doing stretches like this. I do this myself while I'm watching t.v. Make up your own stretches too. jogging for long periods helps. Eat five fruites a day will fill you up and you won't want to eat junk food anymore.

The true only way to lose unwanted fat in any area (its impossible to target specific areas, as when your body burns fat, it takes it from all areas in little amounts) is to eat low-calorie meals frequently (about 100 calories a meal, 1 meal every 2 hours) and to do cardio everyday, as well as muscle building exercises (like squats, lunges, etc).
AVOID DIET PLANS AT ALL COSTS. Water diets, carb diets, protein diets. ignore them all. They are not healthy, they will only cause you to rebound from them as they only provide a short-term solution) Just look at all of the infomercials on tv and all of the "success stories" they show. We've all tried the crappy ab loungers and crunch masters and thigh bullets, and they do nothing. The true success comes when you make simple healthy changes to your everyday lifestyle. Nothing drastic.

half of grapefruit or half cup of
Grape fruit juice-----one boiled egg OR 1 table spoon of peanut butter OR 1 cup of cottage

I tryed and loose 25 in 2months, this is the easy/fastest way
but to be honest if you want to keep it forever after this diet you have to keep it up with exercese and low carbs.
the book is only $10 at walmart, this is all you need.
