As others have said, a Chihuahua is definitely a popular choice. There are also Rat Terriers which are kind of similar but most of the time don't have much hair at ALL (so they're kind of bald except for areas on their head, feet and tail). Pugs are also small and short-haired but tend to be a little pudgier instead of dainty and skinny.
Those are the most common that I can think of off the top of my head. There are a lot of smaller dogs, though, and if you're just concerned about the heat getting to him, you can always pick a breed with a little more hair and just keep him shaved! Many people do that.

American Hairless Terrier, Chinese Crested , Peruvian Hairless, and Peruvian Hairless are the only ones I know. I am not sure where you can find one in Delhi but they are very expensive in the United States! Good Luck!

It's called designer dog-pug mixed with dachshund, fawn
small dog, doesn't shed, does not have the allergies pugs--
very playful puppies -- these dogs are called pogos--
designer dogs..---- really cute and frisky----

Toy Poodles, have hair but don't shed. They do need to have it cut every few months though.
