What is the penalty in most states if someone underage under 16 with no license drives and let say speeds and ends up getting caught by the cops.

What is the penalty for doing that?

You can't get a license until you are 18 and will have to pay a fine. If there is a licensed driver in the car with you, they will also likely be fined and maybe will lose their license (especially if they are under 18 as well).

The penalty is a fine of probably about $500 and a hold by your name so you cannot get your license until you are 18.
You may also be required to so some community service work.

Someone already said they delay the time you can get your license. Also if they pull you over, and yo have no license or proof of insurance, the vehicle will be towed, at owner's expense of course, and the offender needs to go to court with the parent or guardian. Those are just a few of the consequences, not even counting the speeding! Bottom line, not worth the trouble at all!

In Ontario Canada if you were under 12 nothing would happen to you, legally speaking because you can't be charged with an offence. Anyone else would get a summons to appear in court for the offence of driving with no licence (fines would vary, adults get tickets for about $325).

You will not be issued your driver's license until you reach 18 years of age. Fleeing the police to avoid arrest? Not a smart move on your part. This can cause you to be placed on probation.
