I think it means that if one reads a book from a different time period it's like the man has experienced it. Reading Shakespeare, for example, gives us insight into his time, the way of life of the people at that time, etc. The reader is literally transported into a new era.

Reading books can expand one's imagination, open one's mind and give them new ideas. From how I understand it, this quote is telling us that through reading books, we can get new ideas, a new way of looking at things and by applying these things that we have learned from these books, we might be able to change our way of life or solve some of our daily problems. Putting it simply, you can learn a lot from reading that can help you in your life whether now or in the future.

More content would help, but I would say it means that many people have read book so inspiring or revolutionary that they changed their lives or way of thinking, or set them on a new path.
