The very best way in the whole world is to go to France. I go to Mexico and Guatemala sometimes and it totally helps my Spanish more than classes.

The best way without taking a course or Rosetta Stone is to hang around French people and watch French TV. That way you will not only pick the language up, but pick it up naturally and understand how people really speak it, not just formally in textbooks.
