I have a dry scalp ( and I get eczema as well) but really oily hair so I have to wash it every day of it looks awful and my scalp itches and I get little scabs as well. What are some CHEAP ways as even the expensive shampoos from hairdressers don't seem to be working that well.

expensive shampoos won't help. I also have a skin condition so I kinda know where you're coming from. Get yourself along to a dermatologist who can tell you the best way to look after your skin. Looking after your health should never be thought of in dollar signs.

The cheapest solution would be to get rid of your hair and treat it with topical creams. However, considering you're a female, that's out of the question so I dont think there is a good cheap method.
I have a bad case of eczema too. I recommend, dont stay in the shower too long, file down your finger nails, and use Selsun blue for dry scalp. Take your allergy medicines well before your shower for better effectiveness.
