Either you are talking about your own language, in which case you are mute, or you are talking in the context of learning a foreign language. In the latter case, it is a common mechanism to be able to understand most of what people say but still being unable to speak. This is due to a lack of confidence, or a lack of grammar and vocabs (or both). A bit of practice and the help of a good friend will solve your problem!

Do you mean you can hear English but are unable to speak it? This is normal when a person first starts learning a foreign language. Hearing is passive and requires less of an ability to use existing knowledge. Speaking is active and requires more extensive use of every aspect of the foreign language.
