if you still owe taxes for the prevoius year (05) and you go file your taxes this year. is it true that you have to pay this years taxes in full because you still owe for the previous year. i just heard this but i dont know if its true or not.

No, but if you owe taxes on any year, they will keep accruing interest and penalties until they are paid. It's probably better for you to pay off the current year's liability in full, then make payments for last year.

You are supposed to pay this year's taxes in full no matter what the status of your previous year is.
