Psalms Chapter 73 verses 1 to 28 are the songs of Asaf. which were written on the bible. He was singing about God and the comments of the sinners against God.

In verse 11, the words there which you qouted are part of the song of Asaf telling what the sinners are saying against God.

If you only continue to read it from that verse to the last verse, I believe you have understood it.

Psalms 73:11 It speaks of Job's almost fatal trial of faith when he was jealous of the wicked's prosperity. He is talking of the so called friends of his (Job) that were saying he must of sinned against God to be suffering the way he was. It was talking in the person of the wicked and how defiant they are towards God and yet have prosperity. they scoff at God's wisdom and sovereignty like you are trying to do.
