I am a biycle-lover and especially between from 20th to 60th street i know every street, almost every avenue street has holes , broken asphalts , small mound ...etc.. I mean manhattan is very important center for NYC and USA...and why like this?

Tremendous amount of usage/traffic and also very harsh weather. NY has very cold winters with damage from snow and ice and the plowing necessary to clear the roads, and very hot summers. These conditions take their toll

It is the constant driving by cars and lack of any appropriate time to do construction as it would hold up traffic rediculously!

There's too much traffic. Street repairs make this problem even greater, so they don't happen as often or as quick as possible.
