You can't completely rewrite your metabolism, but you can help boost it. Exercise! When you exercise, you burn more calories. When you build muscle, you burn more calories-it isn't a huge difference but it will help.

Your rate of metabolism is dependent upon your age, activity level, body type, lean body mass and individual genetics.
Younger people expend more calories, as you age your metabolism will reach a point that it decreases slightly every year which causes fat retention in older and especially sedentary individuals.
You can't change your age unless hypothetically your traveling at near the speed of light, but i'll leave you to figure that one out Einstein.
Can't really change your gentics either, what you got is what you get.
There is however something you can do and it revoles around your activity level.
You can effecitvely increase your bodies thermogenisis.
(fat burning capability)
So in effect you would have a much higher metabolism.
This is as simple as being more active.
You can build more muscle tissue by lifting weights.
More muscle tissue means more calories burned.
You can eat 6 or more meals a day.
Eating smaller meals expends more energy in the process of digestion.
And there is another alternative:
For example lets assume we cycle on stationary bike.
We cycle as fast and hard as we can for 16 minutes.
When we done it says we went 4 miles. We record our miles and time.If it displayed calories we would want to record this too.
Now,our body wont burn much if any fat from this individual session, but it will up are metabolism.
Let's also assume you cycle again the following day for 16 minutes as hard as you can. This time you go 4.1 miles.
YOU JUST INCREASED YOUR METABOLISM!
And if you do it each time and improve upon your distance, it will force your body to keep increasing it's metabolism because it has to adapt to the ever increasing intensity levels your exerting.
You effectively will be burning fat 24/7 and have a very marked increase in metabolism.

I have found that eating all day helps and that seems totally backwards at first, but it makes sense if you think about it. See, If you eat two large meals a day (like most people) you body holds out and waits for that food, and then when it gets it, it saves it, and exercising is great, but if you're body is holding onto that food, its going to be counterproductive; it is not going to want to let go of those calories without a fight. So eat six small meals a day. tiny ones. After about a week you will start to notice you are getting hungry every 2 to 3 hours, where as before you could have gone half the day without even thinking of food. Thats your metabolism kicking it into high gear.

Yes. Increase your lean mass because your lean mass is a major factor (other than thyroid function) in your resting metabolic rate. Lifting weights is very effective for doing this. Also, eat frequent small meals to keep out of starvation mode and to keep your metabolism elevated.
Here are some links to info on boosting, maintaining, and measuring your resting metabolic rate.
