Possibly; modern women are realizing that there's no logical reason why younger partners are something that only men should enjoy. But a bunch of strangers on the Internet can't really tell you what this woman's intentions are -- try asking her when Tim's not around.
More to the point... what are Tim's intentions? Does he want to sleep with her? Contrary to popular belief, men don't intend to have sex with every woman they're attracted to, nor is what looks like attraction always sexual in nature. Sometimes we just like to flirt -- it's fun, and it's harmless if both parties know and abide by the rules. Frankly, flirting is something that older women tend to do better than younger ones. This could explain Tim's attraction an older woman. Or he may want to nail her. Try asking him when she's not around.
