I think it means that we have to take hold of our own destiny, we can't leave anything up to others. What we believe can only truly be done by ourselves if we believe it. We are the engineers of our own desires. Perhaps it also refers to humanity collectively, like this quote really could apply to anything... say for world peace, if we want it WE have to bring forth this change.

We must change ourselves in order to create the change we want to see in the world. If we want the world to be generous and kind than we must change ourselves to be generous and kind.
