I have never saw a jetta 96-99 with a large exhast tip, but some how i've seen alot of vw drivers with the racing sound under the hood

There are a lot of catback exhausts available for the Jetta III.
Check out the following websites. I highly recommend getting an exhaust from a company that specifically builds for Audi/VW cars.

The best on the market! cat back in stainless(expensive) or aluminized mild steel(economical) and actually easy to put on.
A shop could install a system in less than 20 Minutes, at home I did my 92GTI 16V 2.0L in about an hour with a socket set and a "sawsall" with exhaust cutting blades(parts store-not hardware store!)
Very sweet system with great sound and definite increase in power Autocross magazine reviewed them and others and they really stomped based on weight power and price.
Plus they let you take it as far as your budget will alow-High Flow cats, Headers and downpipes.
They deliver the goods and I have gotten a lot of tuning parts and systems from them since back to 1989.
Exhaust tips are consider "skank" by the Dubbers. Rice burners only for that! However there is no mystery to them-You simply by one at your local NAPA, Bumper to Bumper, NOPI parts store and put it on the exhaust outlet. We would however shun you at waterfest.
