You have to check on the law where you live - it is different everywhere. 18 is the age cut off and some states allow parental consent under that. Most artists I know would not tattoo under 18 and only scratchers would tattoo under 16, parents approval or not. We cannot account for bad parenting.
Bad info on Illinois - I own a studio there. Up until January 1, 2006 it was 21, now it is 18. There was never an allowance for parental signature and there still isn't.
Any studio accepting that has been/is operating illegally and it is a Class A misdemeanor.

well, the age varies in almost every state, but I know in Ohio, I got my first tattoo for my 15th birthday. It was shitty.
My advice for you is to wait. A good tattoo artist wont even consider tattooing someone under the age of 16. I say to wait until you are 16 and even then dont get a tattoo until you have decided on the design, and have stuck with it for about 6 months, to know that it isnt just a passing fancy.

You have to be 18 to get a tattoo. I hope you will think it first before getting one because tattoos are permanent. How about having a washable tattoos first. There are tattoos that are not permanent and can be washed in few days and looked very real. That way if you don't really like them, you can then just wash and no harm done.

Varies from state to state. Most states are 18yrs with out parent's permission. With parents permission varies you would have to call the shops to ask. Think about getting something you can live with forever. You might change your mind by the time you are 18, 21, 40. Don't need to be in a hurry.

I think it goes state by state, I know here you have to be at least 16 with a parent to enter the studios, 18 to go without a parent.

It depends on the shops rules.
Any good tattoo artist won't even touch a minor. Regardless of the parents consent.
