No ways. The blue book price is probably less then that. I sold a 99 Beetle for $6000 with less than 100,000 miles. I would check the kelly blue book and shop arouind first. Good luck!

Recommend you go to Kelly Blue Book and check out it's value. It makes a big difference whether this is a private sale or dealer sale price.

that's a pretty fair price for a beetle with that low mileage but i would try to negotiate down to around 10k to 11k just because it's good and not excellent condition.
