She won't be able to digest it. Most often when dogs swallow strange things, vets tend to use surgery as a last option.... but pantyhoses, ropes, and long objects like that don't pass and they tend to entangle in the bowel, causing the bowel to lose blood supply and die.
Taking him to the ER vet will be cheaper now, that is still in his stomach and is easy to make the pup vomit it. If you wait til later, then he may need surgery.

Take her to the vet now. the vet may be able to remove it before it reaches the dog's intestines, where there is a chance of it getting tangled and damaging the dog's intestines ... or worse :-(
EDIT TO ADD:
Oh Sweety, I'm sorry that your friend is broke, but your friend is going to have to borrow money from someone. or sell something. If your friend doesn't get the dog to a vet, the dog could end up dying. I'm not trying to scare you, but this is a serious situation. I knew someone who's dog died after eating a small portion from the toe of a man's sock. The stomach acid made the sock stretch and the sock got tangled in the dog's intestines and by the time he got the dog to a vet, it was too late.

Take the dog to a vet, even if it is an emergency vet. Swallowing something like pantyhose could endanger the dog's life. Could cause a blockage in the intestines.

My roomate's dog died after eating Boggle dice - I feel something like panty hose is even worse (they didn't know he has eaten it until he started getting very sick and then it was too late, he had many surgeries in the past for eating stuff and this was prob the straw that broke the camels back).
The vet may work with you when it comes to payment. At least call one, they'll let you know what to do. Your dog needs help! And in the future you now know to keep stuff like that away from his reach.

Since it just happened the vets will probably be able to extract the panty hose or at least make the dog vomit it up. The longer you wait, the more risk for complications. Chances are such a small dog can't pass such a large undigestable object.

The vet isnt going to do anything unless there is a problem.
She will not digest it, but it is possible it will just pass.
You can keep her at home... and keep a very close eye on her. IF she shows any signs of discomfort, pain or is overly quiet, then take her to the vet IMMEDIATELY.
If you are worried that you cant do this appropriately, then take her to the vet - the vet will probably just keep her there over night for observation, and IF there is a problem, might have to operate.
AND i cant believe i just read someone telling you to give it peroxide - DO NOT give her peroxide - it will kill her!.

You don't want it tangled! It WILL NOT digest, and it is TOO RISKY to try and let her "pass it". I hope you are already on your way to the vet. If you aren't- GO NOW
