Is there any material I can apply on my cement floor to make it look permanently glossy (varnished, waxed) ?

There are masonry/concrete sealers with a gloss finish. They are often applied after a concrete stain. If you do a web search on concrete stain you'll find sites that show you the finished product

Check your home center. There are some epoxy finishes just for concrete that work well. However, note concrete is a porous material and if you don't prep the surface well, or even if you do and for some reason it chips, cracks, or has water seepage, you will have some spalling or flaking. Just make sure you prep the floor well and use something specifically for concrete.

gray paint made just for cement. Lowe's sells it and I'm sure you can get it at any paint store. Works great, almost makes it look like linoleum.

polyurethane. the secret is to have the floor clean and dry.
