The concept is good but I think that your delivery is a bit off. The humour comes from the man's misunderstanding as to why the rain precludes the gardener watering, so having the gardener say, "I don't think I have to water it," kinda ruins the joke.
Man: Why aren't you watering the plants?
Gardener: Because it's raining.
Man: That's no excuse! Use an umbrella!
