Its sad but perhaps someone who is cheating feels that its OKAY to do this, especially as he views his relationship as open. This is a discussion between your friend and her boyfriend. But perhaps they ARE committed to one another and yet one or both are cheating? To cheat is to fulfill the need to feel sexy or confident, that your relationship isn't enough, or that you aren't getting what you need out of it.
Is it your place to say something to your friend? Well yes and no. If it were me I'd like to know unless I knew already and you telling me just makes me feel embarassed for putting up with it and my being needy. Just keep in mind that if you tell them, there's always the chance you'll lose that friend forever. BUT I'd like to know and I'm pretty sure most of us would. Good Luck.

Cheating isn't JUST cheating. It's lying about basic things that you didn't even think would NEED to be talked about or explained, if you're already in a situation of exclusivity. If he cheats AND she knows about it, then the only thing that is necessary is for her to "let him have his freedom back". He doesn't want to appreciate what he already has, then it's time for him to lose it.

this isn't really a question that requires a response. simply come to him withthe truth. now if she wants to continue to hang around then she risk him doing it again or she can simply kick him the balls and leave him!

Its up to your friend on what she does. Continue being there for her - she'll need you in the long run.

if you know, and are completely sure, id say break up with him. hes just using your friend, and no one should be treated like that. but its her opinion, if she truly believes that he wouldnt do it again after she talks to him about it, then have her talk to him...
