Here's the definition of "Double Process" from Redken:
Double-process
A double-process hair color technique is used to achieve dramatic color changes, such as going from very dark to very light hair. First, the hair is lightened with a decolorizer. Then the new color is deposited on the hair. Your stylist will determine if a double-process is right for you.
The double-process is often used for people who want to become a platinum blonde.

double processed is used when going from a very dark colour to a light colour like from black to blonde....it's also used when you want to go to a platinum blonde or a white blonde and you most often have to do it twice to get good results...it's just a term that means you're doing a dramatic change and it's going to take some effort to get it there.

not sure...but my guess is that its someone who is already naturally blonde who dyes their hair blonde again. or it could just literally mean that the person has dyed their hair blonde twice, i dont know.
