You do not have to have a permit to own a gun in the first place. It just needs to be legally registered. You do need a permit to carry a gun concealed however.(To hide your possession of the gun in public.) I believe you must be 18(rifle/shotgun) or 21 (pistol/hand gun) anywhere to own a gun in the U.S. unless you are law enforcement personnel.
