You are not talking about a wax if you don't care about hair removal, what you are describing is an exfoliating scrub. If one removes the dead cells from the surface of the skin, the tattoo will appear more vibrant.

I got one as a gift once that had the sugar and whatever kind of syrupy ingredient with some lime zest - it smelled great!
