Probably so... a police clearance or background check will show your criminal history, not your credit...
However, if your unpaid bill was the result of bad checks and you failed to appear in court, then there could be an outstanding warrant for your failure to appear and that WOULD show up.
In general though, financial and credit stuff, even judgements, fall into civil law. More thourough background checks like those performed by the government for security clearances may uncover credit history problems.

No problem at all. You could get a criminal record for fraud if it was never intended that the bill would be paid, but not for forgetting to pay a mobile phone bill.
Unless of course if the unpaid bill is one where a person forgot to pay for the phone on their way out of the shop!
