it was listed in the newest issue of the armytimes and they said that it cost about 400 dollars for the phone and about 30 a year for the service but i dont remember what it was called

That telephone is called a Satellite Telephone, and it works by GPS. It can locate and coordinate 3-4 satellites to transmit a signal directly back to the USA. It is around 400 dollars, and they charge the troops 1 dollar per minute, not 30 dollars a year.
