I don't think a FBI agent could stop a mugging if he tried.

I think most LEs are duty-bound to stop violent crimes outside of their jurisdiction. Of course, speeding is a crime - an off duty police officer on vacation isn't very well going to pull over every speeder with his minivan.

This is a yes and no, A sheriff deputy in another county has no authority, he is just another citizen there..

And the issue of "every crime" they see, for example, they may not stop a shop lifter, but they would stop someone getting hurt. A misdemeaner is differnet than a felony.

A deputy would first report and then if he could safely stop a fight he would.

Any law enforcement officer would stop a mugging normally.

Not always because they have to, but because they want to.

LEO's are not obligated to step in when they witness a crime. They are ethically obligated to do what is prudent to resolve the matter whether that means physically stepping into an incident or merely being a good witness. Bank robberies are good examples. If an off duty cop is in a bank while it is being robbed, the best thing he or she can do is cooperate with the robbers and try to keep the situation calm(not always prudent or possible) and try to take in every detail so that he or she can be an effective witness in the trial once the robbers are caught. In many cases the LEO could escalate a situation such as a robbery if he or she steps in.
