File a complaint, of course being that he is a fireman, your complaint will likely be ignored.

you go to the police anyway and if possible get him on camera following you in case they dont believe you. don't stay quiet about it

You still turn him in. tell the fire department too. makesure that the police AND his superior are contacted.
