First you have to spend a lot of time with your new bird until he is comfortable with you. Carefully try to ease him onto your hand, never point a finger , that will scare him.
When you have gotten him to the point where he trusts you and will step onto your hand, then you could set him on the top of his cage.
He will go back in by himself when he is ready or when you set him back inside.
Another thing that helps with birds, is to take him to a petstore
and have his wings clipped. They cut off just the tips of the flight feathers. This doesn't hurt, and he can't fly away from you. When these feathers are clipped, the bird relys on you more and knows that he can't go anywhere. It is easier to train a bird this way, also there isn't a chance that he could accidentally fly out a door or window when he is out of the cage.

Let him get to know you first. Buy one of those informative books, they are loaded with advice. It won't take long, he will become very dependant upon you as his main friend. Talk to him a lot and work at getting him to step-up onto your finger. Touch his belly and say "step up". Keep his wings trimmed, petsmart can trim them for you regularly. Watch out for dangers like the kitchen, doors and other pets. In a safe environment you will be able to leave his cage door open for a few hours at a time and he will climb up on top of his cage.

if he is still a baby - straight away.
make sure his wings are clipped so he doesnt fly around and injure himself on his first few outtings.

If he is an older bird, you could try, but it will stress him out more. I would suggest leaving an old bird in its cage.

Give him time to get used to you. Put a spray millet up there and he will probably crawl up to find it.
